What this amendment would do
This amendment, known as the Deter PRC Aggression Against Taiwan Act, adds a new subtitle to bill S. 2296. Its purpose is to prepare the United States to quickly impose sanctions on entities owned by or acting for the Government of the PRC or the Chinese Communist Party if they take action to control Taiwan.
The amendment aims to add the following to the bill:
-
Sense of Congress: It states the U.S. must be ready to sanction entities that support the PRC in overthrowing Taiwan's governing institutions, occupying its territory, violating its territorial integrity, or taking significant actions such as naval blockades, seizing outlying islands, or launching significant physical or cyber attacks.
-
PRC Sanctions Task Force: It requires the Department of State and Department of the Treasury, along with other agencies, to create a task force. This group is responsible for:
- Identifying military and non-military entities that could be sanctioned.
- Developing a strategy that assesses existing and new sanctions authorities.
- Analyzing economic impacts on the U.S. and its allies and finding ways to mitigate those effects.
- Coordinating with allies to use economic tools against the PRC and providing economic support to Taiwan and threatened countries.
- Recommending how to target specific individuals, entities, and sectors, including state-owned enterprises and financial institutions.
- Identifying entities in sectors like energy, shipping, aviation, and technology that could be used to achieve PRC outcomes.
-
Reporting: The task force must provide an initial briefing to specific congressional committees and submit a classified annual report detailing identified entities, required authorities, economic impacts, and resource gaps.
