What this amendment would do

This amendment, known as the Abducted Ukrainian Children Recovery and Accountability Act, aims to add a new section to bill S. 2296. Its purpose is to create a resourced policy to help Ukraine with the following:

  • Investigations into the abduction of children by Russia.
  • Rehabilitation and reintegration of children who are returned to Ukraine.
  • Justice and accountability for those who carried out the abductions.

To achieve this, the amendment authorizes the Department of Justice and the Department of State to provide training, intelligence technical assistance, and advisory support. This includes help with biometric identification, open source intelligence, secure communications, and database management.

The amendment also allows for support to provide abducted children and teenagers with medical and psychological services, family reunification, and reintegration services like legal aid and educational placement.

Additionally, it authorizes support for the Atrocity Crimes Advisory Group for Ukraine and the Department of Justice's Office of Overseas Prosecutorial Development, Assistance, and Training to help investigate and prosecute atrocity crimes and child abductions.
