What this amendment would do

SA 3812, submitted by Mr. Markey, aims to limit the spending of funds for the Sentinel intercontinental ballistic missile program for fiscal year 2026.

The amendment proposes that no more than $2,600,000,000 of authorized or available Department of Defense funds can be used for the program until the Secretary of Defense provides the congressional defense committees with the following:

  • The written record of the Milestone B Engineering and Manufacturing Development approval decision.

  • A notification that the program was approved under the April 2025 policy of the Trump administration, which states that programs more than 15 percent over cost or behind schedule will be scrutinized for cancellation.

  • A full report explaining the Air Force plan to extend the life of the Minuteman III missile until 2050 or until the Sentinel missile becomes operational.

The amendment also requires that these submissions be in unclassified form, though they may include a classified annex.
