What this amendment would do
SA 3806, submitted by Mr. Markey, aims to add a new section (SEC. 3125) to bill S. 2296. The purpose of this addition is to require a report on the dangers posed by nuclear reactors in areas that might experience armed conflict.
The amendment requires the Secretary of Defense and the Administrator for Nuclear Security to jointly provide a report to specific Congressional committees within 120 days of the Act's enactment. This report must assess:
- The dangers to U.S. national security, the interests of U.S. allies and partners, and the safety of civilian populations caused by nuclear reactors and plants that exist now or are scheduled to be completed within 10 years in certain areas. These areas include:
- Regions with armed conflict in the previous 25 years.
- Areas that are contested or likely to have armed conflict during the life of the reactors.
- Areas involved in hypothetical conflicts, such as a Russian attack on Estonia, Latvia, Belarus, Lithuania, or Poland; a conflict between India and Pakistan; a conflict regarding Taiwan; or a North Korean attack on South Korea.
- The steps the U.S. or its allies and partners can take to prevent, prepare for, and mitigate these risks.
The report must be unclassified, although it can include a classified annex.
