What this amendment would do
The amendment, known as the Stopping Activities Underpinning Development In Weapons of Mass Destruction Act (or the SAUDI WMD Act), aims to add a new section to the bill focused on countering Saudi Arabia's pursuit of weapons of mass destruction.
The amendment intends to add the following to the bill:
-
** Presidential Determinations**: It requires the President to report to Congress whether any foreign person has traded certain missile technology (MTCR Category I items) with Saudi Arabia in the last 3 fiscal years and what sanctions have been imposed.
-
Arms Sales Restrictions: It prohibits the United States from selling or exporting specific military items to Saudi Arabia if the country has imported certain nuclear isotope separation or fuel reprocessing plants, or engaged in unnotified nuclear fuel cycle activities, within the previous 3 fiscal years.
-
Waiver Requirements: To waive the arms sales prohibition, the Secretary of State must certify that Saudi Arabia has updated its IAEA safeguards, entered into a specific civilian nuclear cooperation agreement that bans uranium enrichment or plutonium separation on its own soil, and rescinded its Small Quantities Protocol.
-
Strategic Reporting: It mandates that the Secretary of State and Secretary of Energy create a strategy and report to prevent the spread of nuclear weapons and missiles in the Middle East and North Africa. This includes assessing China's compliance with missile technology commitments and describing efforts to achieve global adherence to nonproliferation guidelines.
