What this amendment would do

SA 3801, submitted by Mr. Crapo and Mr. Hickenlooper, aims to add a "Rule of Construction" to Section 514 of the National Defense Authorization Act for Fiscal Year 2025.

The purpose of this amendment is to ensure that the law is not interpreted as:

  • Authorizing the transfer of Air National Guard members except on a one-time basis as specified in subsection (c).

  • Setting a future precedent for waiving any provision of title 32.
