What this amendment would do
The amendment, titled the Fighting Foreign Illegal Seafood Harvests Act of 2025 (or the FISH Act of 2025), aims to add a new subtitle to the bill to combat illegal, unreported, and unregulated (IUU) fishing and fishing linked to forced labor.
Key changes and additions include:
-
IUU Vessel List: It establishes a public list of foreign vessels, fleets, and beneficial owners engaged in IUU fishing. This list is maintained by the Secretary of Commerce in coordination with other agencies.
-
Visa Sanctions: Foreign persons who own or are beneficial owners of vessels on the IUU vessel list are made inadmissible to the United States, ineligible for visas, and will have existing visas revoked.
-
Enforcement and Monitoring: The amendment encourages the Coast Guard to increase the boarding of suspected IUU vessels on the high seas and requires reports to Congress on these activities.
-
International Cooperation: It encourages the President and Federal Government to negotiate agreements and support other nations in ratifying treaties to combat IUU fishing and forced labor.
-
Data and Strategy: It mandates the development of strategies to optimize data sharing, identify seafood products made with forced labor, and study the impact of new technology on fisheries enforcement.
-
Funding: It authorizes $10,000,000 annually from 2025 through 2030 for the Department of Commerce to carry out the vessel list requirements and $2,000,000 for a study by the National Academies on the impacts of IUU fishing.
-
Import Limitation: The act explicitly states it does not provide authority to impose sanctions on the importation of goods.
