What this amendment would do

SA 3798, submitted by Mr. Grassley and Mr. Durbin, aims to change the requirements for transferring United States defense articles and services among the Baltic states (Estonia, Lithuania, and Latvia).

The amendment adds the following:

  • Transfer Exemptions: It removes the need for prior Presidential consent for the retransfer of United States-origin mobile rocket artillery systems among Estonia, Lithuania, and Latvia. This specific authority expires 5 years after the Act is enacted.

  • Agreement Modifications: It states that agreements regarding mobile rocket artillery systems provided by the United States shall not require a Baltic state to seek United States approval to transfer those items or services to another Baltic state. If an existing agreement requires Presidential consent, the United States shall modify it to remove that requirement at the request of any Baltic state.

  • Technological Solutions: It requires the Secretary of Defense to create a common coalition key or another technological solution to allow the Baltic states to share ammunition for High Mobility Artillery Rocket Systems (HIMARS) for operational and training purposes.
