What this amendment would do
The amendment, submitted by Mr. Young, proposes adding a new subtitle to the bill called the Helping Allies Respond to Piracy, Overfishing, and Oceanic Negligence Act, also known as the HARPOON Act.
The purpose of this addition is to:
-
Allow the Secretary of Defense and the Commandant of the Coast Guard, working with the Secretary of State, to work with foreign partners to start joint patrols. These patrols aim to improve efforts against IUU fishing (illegal, unreported, and unregulated fishing), fight transnational crime, and improve regional security.
-
Require the Secretary and the Commandant, in coordination with the Secretary of State, to give a report to specific House and Senate committees within 120 days after the Act is passed. This report must include:
- Which countries and regions want more cooperation to fight IUU fishing.
- Any limits on partnerships caused by lack of authorities or resources.
- Suggestions to make counter-IUU fishing programs more effective.
- An evaluation of current partner operations.
- The specific legal authorities used to conduct these operations.
- Other relevant information.
