What this amendment would do
This amendment, submitted by Mr. Risch for bill S. 2296, aims to create the Office of Inspector General for Foreign Assistance. It does this by redesignating the Office of the Inspector General for the United States Agency for International Development.
The purpose of this change is to ensure that audits and investigations of programs funded for foreign assistance are conducted in an independent and objective manner. This includes oversight of:
- Foreign development assistance
- Humanitarian assistance
- Related emergency assistance
- Other non-military programs such as global health, food security, and economic support
The amendment adds this office to the Department of State and updates the Inspector General Act of 1978 to define its duties. The new office will have jurisdiction over foreign assistance programs (excluding those from the Department of Defense) and will coordinate with other agency Inspectors General. It also requires federal agencies (except the Department of Defense) to provide requested information to the Inspector General and mandates that any unreasonable refusals of assistance be reported to the Secretary of State and specific congressional committees.
