What this amendment would do

SA 3790, submitted by Mr. Sanders and Mr. Grassley, aims to add a new section (SEC. 1005) to bill S. 2296 regarding Department of Defense spending reductions.

The purpose of this amendment is to penalize any department, agency, or element of the Department of Defense that fails to achieve an unqualified opinion on its full financial statements for a calendar year after fiscal year 2024.

The amendment would implement the following changes:

  • The amount authorized to be appropriated for that entity would be reduced by 2.0 percent.

  • This reduction would be applied on a pro rata basis across every program, project, and activity within that entity.

  • All unavailable funds resulting from these reductions must be deposited into the general fund of the Treasury for deficit reduction.
