What this amendment would do
SA 3784 is an amendment proposed by Mr. Budd, Mr. Cotton, and Mr. Warner to be added to bill S. 2296. The purpose of this amendment is to modify the National Telecommunications and Information Administration Organization Act (47 U.S.C. 923) regarding the identification of reallocable frequencies.
The amendment aims to add and change the following:
-
Full Classification: It adds a provision for cases where the classification of information in a Federal entity's transition plan prevents the public release of even a redacted version. In these cases, the head of the entity determines the plan must be fully classified, notifies the NTIA, and classifies the plan based on the materials it contains. This does not remove the requirement to submit the transition plan to the NTIA and the Technical Panel.
-
Intelligence Community Payments: It specifies that each element of the intelligence community is considered a Federal entity. These elements are eligible for payments from the Spectrum Relocation Fund for auction-related relocation or sharing costs, regardless of whether a Government station license exists.
