What this amendment would do

SA 3772, submitted by Mrs. Shaheen, aims to add a new section (SEC. 1230B) to bill S. 2296. The purpose is to limit the use of funds for withdrawing United States Armed Forces from multinational battle groups in eastern North Atlantic Treaty Organization member countries, specifically Bulgaria, Hungary, Poland, and Romania.

The amendment prohibits using authorized funds for these withdrawals, except for routine rotational movements, while keeping the same number of forces and capabilities present as of January 1, 2025. This restriction remains in place until 180 days after the Secretary of Defense and the Secretary of State submit a report to Congress confirming the following:

  • The Russian Federation has withdrawn military forces from occupied territories in Moldova, Georgia, and Ukraine.
  • The Russian Federation no longer has ambitions to control territory of sovereign neighbors in its near abroad.
  • The Secretary of State and the Secretary of Defense have consulted with the governments of each North Atlantic Treaty Organization member country and the leaders of the multinational battlegroups regarding the withdrawal.

If a report indicates these conditions have not been met, the Secretary of Defense and the Secretary of State must submit another report within 30 days. This subsequent report must describe how the security interests of United States allies that are North Atlantic Treaty Organization member countries and United States national security interests in Eurasia and Europe are being protected.
