What this amendment would do

The amendment, titled the Deter PRC Aggression Against Taiwan Act, aims to add a new subtitle to bill S. 2296. Its purpose is to prepare the United States to immediately impose sanctions on entities owned by or acting for the Government of the PRC or the Chinese Communist Party if they support actions to overthrow Taiwan's governing institutions, occupy its territory, violate its territorial integrity, or take significant actions such as a naval blockade or cyber attack.

To achieve this, the amendment adds the following requirements:

  • PRC Sanctions Task Force: It requires the Department of State and the Department of the Treasury, along with other federal agencies, to create an interagency task force. This group will identify military and non-military entities that could be sanctioned if the PRC attempts to gain physical or political control of Taiwan.

  • Strategy and Coordination: The Task Force must brief specific congressional committees on a strategy that includes:

    • Assessing current and new sanctions authorities.
    • Analyzing economic consequences for the U.S. and its allies.
    • Coordinating with allies to target the PRC's financial and industrial sectors and provide economic support to Taiwan.
    • Identifying resource gaps in federal agencies.
    • Recommending targets based on their role in supporting the PRC government or party.
  • Annual Reporting: The Task Force must submit a classified annual report to congressional committees detailing identified entities, required authorities, economic impacts, mitigation measures, and the status of coordination with allies.
