What this amendment would do
This amendment, submitted by Ms. Duckworth, Mr. Kim, and Mr. Booker, aims to add Section 1067 to the bill. Its purpose is to address the reinstatement and reporting of veteran federal employees who were removed from their jobs.
Key changes and additions include:
-
Reinstatement Eligibility: Veterans who were involuntarily removed or dismissed without cause from the civil service between January 20, 2025, and the date the Act is enacted can be reinstated. This applies if their previous position is vacant or eliminated, or if there is another civil service position they are qualified for.
-
Agency Coordination: Heads of Executive agencies must work with the Director of the Office of Personnel Management to identify these veterans, check the status of their former positions, and create a public, agency-wide plan for outreach and job placement.
-
Reporting Requirements: Executive agency heads must provide reports to specific congressional committees. An initial report is due within 60 days of enactment, followed by reports every 90 days until January 20, 2029. These reports must list the total number of veterans removed or dismissed and the reason for each action.
