What this amendment would do
SA 3745, submitted by Mrs. Shaheen and Ms. Hassan, aims to change the bill S. 2296 by adding requirements regarding veteran healthcare access and reporting.
The amendment seeks to add the following:
-
Hospital Access: It requires the Secretary to ensure that veterans eligible for hospital care and medical services in each of the 48 contiguous States can receive those services at at least one full-service Veterans Health Administration hospital within that State's boundaries.
-
Cross-State Care: It clarifies that the Secretary can still provide enhanced care to a veteran in a Veterans Health Administration hospital located in a different State from where they reside.
-
Community Care: It amends Section 1703(d)(1) of title 38 to include a specific date regarding the enactment of the National Defense Authorization Act for Fiscal Year 2026.
-
Accountability: It requires the Secretary of Veterans Affairs to give Congress a report within one year. This report must describe how the Secretary complied with the new hospital access requirements and how those requirements affected the quality and standards of care for veterans.
