What this amendment would do
The amendment, known as the "MEGOBARI Act," is intended to be added to bill S. 2296. Its purpose is to address the consolidation of democracy in the country of Georgia, which the text describes as critical for regional stability and United States national interests.
The amendment aims to add the following to the bill:
-
Policy and Goals: It establishes a U.S. policy to support Georgia's aspirations to join NATO and the European Union, protect its sovereignty from Russian aggression, and support democratic values such as free and fair elections and an independent judiciary.
-
Accountability and Sanctions: It directs the President to determine if certain Georgian officials or their family members have engaged in corruption or violence to block Euro-Atlantic integration. Those identified can face sanctions, including the blocking of property and ineligibility for visas.
-
Reporting Requirements: It requires the Secretary of State to submit a classified report on Russian and Chinese intelligence assets in Georgia and a 5-year strategy for bilateral relations.
-
Conditions for Cooperation: It states that the suspension of the United States-Georgia Strategic Partnership Commission should remain in effect until Georgia ends political repressions and upholds its obligation to advance Euro-Atlantic integration.
-
Additional Assistance: It provides that the U.S. should enhance technical and academic assistance, and maintain military cooperation, once the President certifies that Georgia has made significant progress in reinvigorating its democracy.
