What this amendment would do

SA 3734, submitted by Mr. Graham, aims to add a new section to bill S. 2296.

The purpose of this amendment is to authorize the President to award the Medal of Honor to James "Jim" Capers, Jr.

  • The authorization allows the award regardless of time limitations specified in title 10 of the United States Code.
  • The award is for acts of valor performed by James Capers, Jr. as a Second Lieutenant of the United States Marine Corps during the Vietnam War from March 31 through April 3, 1967.
  • These are the same actions for which he was previously given the Silver Star.
