What this amendment would do
Mr. Young submitted SA 3725 to add a new section to bill S. 2296 called the Helping Allies Respond to Piracy, Overfishing, and Oceanic Negligence Act, also known as the HARPOON Act.
The purpose of this amendment is to have the Secretary of Defense and the Commandant of the Coast Guard work with the Secretary of State to engage foreign partners. This is intended to:
- Establish joint patrols to improve counter-IUU fishing efforts.
- Fight transnational crime.
- Improve regional security.
The amendment also requires a joint report to be submitted to specific House and Senate committees within 120 days of the Act being enacted. This report must include:
- Countries and regions interested in cooperating to fight IUU fishing.
- Limitations caused by a lack of authorities or resources.
- Recommendations and assessments regarding the effectiveness of counter-IUU fishing operations.
- The specific legal authorities under title 10, United States Code, used for these operations.
- Any other information the Secretary, the Commandant, and the Secretary of State find appropriate.
