What this amendment would do

This amendment, known as the Abducted Ukrainian Children Recovery and Accountability Act, aims to add a new section to the bill to help Ukraine find and recover children who were abducted or forcibly transferred by the Russian Federation.

The purpose of this addition is to create a resourced policy to assist Ukraine with the following:

  • Investigations and Accountability: It authorizes the Department of Justice and Department of State to provide technical assistance, training, and advisory support to investigate abductions and prosecute perpetrators of atrocity crimes. This includes help with biometric identification, open source intelligence, secure communications, and database management.

  • Recovery and Support: It allows the Secretary of State to provide support to the Ukrainian government, nongovernmental organizations, and local civil society groups for medical and psychological rehabilitation, family reunification, and reintegration services for children and teenagers.

  • Coordination and Oversight: It requires the National Security Council to convene meetings with federal agencies and allows the Department of Justice and State Department to coordinate with and provide grants to nongovernmental organizations.

  • Satellite Access: It prevents the National Geospatial-Intelligence Agency from stopping Ukraine's access to the Global Enhanced GEOINT Delivery Program without providing a 30-day notification to Congress that includes a justification and an alternative plan for satellite imagery access.

  • Reporting: It mandates several reports to Congress regarding the amount and type of assistance provided, current foreign assistance programs for children, support for investigating atrocity crimes, and the alignment of sanctions between the United States, the United Kingdom, and the European Union regarding those responsible for abducting children.
