What this amendment would do

This amendment, submitted by Mr. Grassley and Mr. Durbin, aims to change the requirements for how Estonia, Lithuania, and Latvia transfer certain U.S. defense items among themselves.

Specifically, it seeks to add the following to the bill:

  • Removal of Consent Requirements: It removes the need for prior Presidential consent when these Baltic states retransfer U.S.-origin mobile rocket artillery systems to one another. This authority lasts for 10 years after the Act is enacted.

  • Agreement Modifications: It ensures that agreements between the U.S. and a Baltic state regarding mobile rocket artillery systems do not require the state to seek U.S. approval for transfers to other Baltic states. The U.S. must modify existing agreements to remove this requirement if a Baltic state asks.

  • Ammunition Sharing: It requires the Secretary of Defense to create a common coalition key or other technical solution so the Baltic states can share HIMARS ammunition for operational and training purposes.
