What this amendment would do
SA 3718 is an amendment proposed by Ms. Lummis and Mr. Tuberville to be added to bill S. 2296. Its purpose is to require a study and report on how cryptocurrency affects the national and economic security of the United States.
The amendment aims to add a section to the bill that mandates the Secretary of Defense to hire a federally funded research and development center to investigate the following:
-
Strategic Implications: The effect of cryptocurrencies on the Department of Defense and recommended actions to improve the Department's posture.
-
Global and National Assessment: A look at how other nation states and affiliated entities (such as sovereign wealth funds and state-owned enterprises) accumulate cryptocurrency, as well as an analysis of current and planned United States Government cryptocurrency holdings.
-
Legal and Policy Review: An examination of the rules, regulations, and authorities that govern how the Department or its contractors use, hold, or acquire cryptocurrency.
The Secretary of Defense must submit this report to the House and Senate Committees on Armed Services by August 1, 2026.
