What this amendment would do

SA 3717, also known as the International Nuclear Energy Act of 2025, is an amendment to bill S. 2296. Its purpose is to expand and modernize how the United States exports civil nuclear technology and supports other countries in developing their own nuclear energy programs.

The amendment aims to add the following to the bill:

  • Export Strategy and Coordination: It establishes a Nuclear Exports Working Group to create a 10-year civil nuclear trade strategy with biennial export targets for technologies, materials, and fuel.

  • Support for New Nuclear Nations: It creates an initiative to help embarking civil nuclear nations (countries starting or expanding nuclear programs) through education, training, and financial assistance. This includes grants up to $5.5 million and the ability to hire senior advisors from U.S. nuclear energy companies.

  • International Partnerships: It directs the government to hold bilateral and multilateral meetings with at least five ally or partner nations to collaborate on the research, licensing, and deployment of advanced nuclear reactors.

  • Funding and Infrastructure: It authorizes specific funding, including $15.5 million for the Secretary of Energy and $50 million for the Secretary of State. It also establishes a Strategic Infrastructure Fund Working Group to study the feasibility of a fund for capital-intensive projects like civil nuclear technologies and microprocessors.

  • Global Leadership and Oversight: The amendment calls for a biennial Cabinet-level conference on nuclear safety and sustainability to provide alternatives to financing from the Russian Federation and the People's Republic of China. It also suggests the creation of an Advanced Reactor Coordination and Resource Center.

  • Specific Country Engagement: It establishes a joint consultative mechanism with the Government of the Republic of India to discuss nuclear liability rules and the implementation of their cooperation agreement.
