What this amendment would do
This amendment, submitted by Mr. Risch and Mrs. Shaheen, adds a new division called Department of State Matters to bill S. 2296. Its purpose is to expand U.S. efforts to combat drug trafficking, protect individuals from wrongful foreign detention, and fight human trafficking.
The amendment is broken down into three main acts:
BUST FENTANYL Act
- Aims to stop the flow of fentanyl and synthetic opioids, specifically focusing on the People's Republic of China (PRC).
- It requires reports on U.S. efforts to get the PRC to control fentanyl precursors and the potential for establishing DEA offices in Shanghai and Guangzhou.
- It expands sanctions against those who contribute to opioid trafficking and allows for sanctions against agencies or instrumentalities of foreign states.
- It adds a requirement for an annual report on preventing methamphetamine smuggling from Mexico.
Countering Wrongful Detention Act of 2025
- Creates a process to designate foreign countries as State Sponsors of Unlawful or Wrongful Detention if they hold U.S. nationals.
- Requires air carriers and ticket agents to make reasonable efforts to notify passengers about U.S. Government international travel advisories.
- Mandates a report to Congress on the structure and efficiency of hostage recovery components, such as the Hostage Response Group and the Office of the Special Presidential Envoy for Hostage Affairs.
International Trafficking Victims Protection Reauthorization Act of 2025
- Reauthorizes and extends funding for the Victims of Trafficking and Violence Protection Act of 2000 and the International Megan's Law.
- Requires the U.S. to encourage multilateral development banks to include counter-trafficking strategies in projects within certain high-risk countries.
- Expands protections and monitoring for domestic workers holding A-3 or G-5 visas employed by foreign missions.
- Clarifies what counts as nonhumanitarian, nontrade-related foreign assistance that can be withheld from countries not meeting minimum anti-trafficking standards.
