What this amendment would do
This amendment, also known as the Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2025 or the PAID OFF Act of 2025, aims to change how certain exemptions under the Foreign Agents Registration Act of 1938 are applied.
Specifically, it proposes the following changes:
-
Limits Exemptions: It removes specific exemptions for agents of foreign principals if that principal is a government or corporate entity owned or controlled by countries listed in section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956.
-
Updating Countries of Concern: It adds a process for the Secretary of State, in consultation with the Attorney General, to propose adding or deleting countries from the "country of concern" definition.
-
Approval Process: Any proposed changes to the list of countries must be submitted to the Chairman and Ranking Member of the Senate Committee on Foreign Relations and the House Committee on the Judiciary, and they only become effective through a joint resolution of approval.
