What this amendment would do
The amendment, titled the Scam Compound Accountability and Mobilization Act, aims to add a new subtitle to bill S. 2296. Its purpose is to combat international scam compounds operated by significant transnational criminal organizations that engage in cyber-enabled fraud, human trafficking, and forced criminality.
The amendment proposes the following changes and additions:
-
Strategic Planning: It requires the Secretary of State to create a comprehensive strategy to counter these compounds. This strategy must identify "enabling" and "impacted" countries, investigate connections to the People's Republic of China (PRC), and develop methods to prevent recruitment fraud and support trafficking survivors.
-
Interagency Coordination: It mandates the creation of a task force to implement the strategy, monitor operations, and provide annual public reports to Congress. This task force is set to terminate after six years.
-
Accountability Tools: It grants the President the authority to impose sanctions, block property, and prohibit transactions involving foreign persons who support or control scam compound operations.
-
Reporting and Oversight: It requires the President to provide semiannual reports to congressional committees listing all foreign persons sanctioned under this act.
