What this amendment would do
Mr. Kaine submitted amendment SA 370 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a new section to title IV of the budget resolution.
- It creates a point of order in the Senate against considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report.
- It targets legislation that terminates, reclassifies, or furloughs career civil servants at the Department of Defense.
- Specifically, it protects those career civil servants who work on or handle sensitive weapon systems.
How It Can Be Overridden
- The rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised against this rule.
