What this amendment would do
The amendment, titled the International Nuclear Energy Financing Act of 2025, aims to add a new subtitle to bill S. 2296. Its primary purpose is to use United States influence at multilateral development banks and international financial institutions to support the financing and technical assistance of nuclear energy.
The amendment seeks to change and add the following:
-
Advocacy for Funding: It directs the Secretary of the Treasury to instruct U.S. Executive Directors at banks like the International Bank for Reconstruction and Development and the European Bank for Reconstruction and Development to advocate for removing bans on financial and technical assistance for nuclear energy. This applies to technologies that meet or exceed quality standards used in the U.S. or by U.S. allies.
-
Capacity Building: It pushes for these banks to increase their internal ability to assess nuclear energy's role in client countries and how to deliver assistance.
-
Trust Funds: It encourages the creation of Nuclear Energy Assistance Trust Funds. These funds would:
- Provide financial and technical help for nuclear energy generation, transmission, and distribution in borrowing countries.
- Provide financing on competitive terms to counter credit from countries that are not members of the OECD Arrangement on Officially Supported Export Credits.
- Support only nuclear technologies that meet or exceed U.S. or U.S.-allied quality standards.
- Improve the bank's ability to evaluate and implement nuclear projects.
-
Accountability: The Chairman of the National Advisory Council on International Monetary and Financial Policies must include progress on these goals and the status of the trust funds in an annual report for three years.
-
Duration: Both the support for development banks and the establishment of trust funds are subject to a sunset provision, meaning they expire 10 years after the Act is enacted.
