What this amendment would do

SA 3693, submitted by Mr. Kim, aims to add a new section (Section 1067) to bill S. 2296. This addition focuses on providing access to migrant detention facilities located at Department of Defense installations.

The amendment intends to change the bill by adding the following:

  • Family Access: It requires the Secretary of Defense and the Secretary of Homeland Security to provide family members of detained migrants with visiting hours and expedited access to the installations, unless there is an emergency. Emergencies are defined as domestic terrorism, a period of war declared by Congress, a natural disaster in the area, or a public health emergency.

  • Congressional Oversight: It prevents facilities operated by or for the Department of Homeland Security on Department of Defense installations from denying entry to Members of Congress or their employees for oversight. Members of Congress can enter without notice, while staff may be required to give 24-hour notice.

  • Visitor Logs: It requires the Secretary of Homeland Security to keep and make publicly available online a log of all visitors. This log must include the visitor's name, arrival time, entry time, and the reason for denial if access was refused.
