What this amendment would do

SA 3691, submitted by Mr. Murphy, aims to add a requirement for the Comptroller General of the United States to review how the Department of Defense handles the adoption of artificial intelligence (AI) tools for military needs.

The amendment proposes adding a section to title XVI of bill S. 2296 that focuses on the following:

  • Review Process: The Comptroller General must review Department of Defense policies and governance regarding AI adoption.

  • Specific Elements: The review must analyze the organizational structure for managing AI risks and opportunities. This includes looking at the Chief Digital and Artificial Intelligence Office, information sharing with others, risk mitigation procedures, and measures to prevent conflicts of interest and biased decisionmaking when dealing with AI companies and contracting.

  • Assessment and Suggestions: The review requires a full description of current AI policies and recommendations to improve standards and procedures to increase safety, reliability, and oversight.

  • Reporting: A report of these findings must be submitted to the congressional defense committees by July 1, 2026.
