What this amendment would do
SA 3690 is an amendment proposed by Mr. Kelly and Mr. Tillis to be added to bill S. 2296. Its purpose is to address youth substance use prevention and awareness through grants for public service announcement campaigns.
The amendment aims to change the bill by adding the following:
-
Grant Program Expansion: It expands section 3021(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 to allow for the development, implementation, or expansion of research-based public service announcement campaigns for youth substance use prevention. These campaigns can include:
- Television, radio, print, outdoor, social media, and digital announcements.
- Contests that ask youth to submit their own public service announcements.
-
Reporting Requirements: It requires the Attorney General to publish an annual report on grants awarded for these campaigns. For each campaign, the report must include:
- A description of the grant and the funded campaign.
- The research used to develop the campaign.
- Any messaging used for specific regions or geographies.
- How the campaign supports the grantee's other substance use prevention strategies or initiatives.
- An evaluation of the campaign's success, such as its effectiveness in reducing youth drug use rates.
