What this amendment would do

MR. KAINE submitted amendment numbered SA 369 to the concurrent resolution on the budget for fiscal year 2025. It aims to add a requirement for a Congressional Budget Office report to the bill.

The purpose of this amendment is to hold our officials accountable by requiring the Director of the Congressional Budget Office to submit a report to Congress analyzing the short-term and long-term effects of mass layoffs, firings, or involuntary separations of federal employees who are veterans.

What the Amendment Changes and Adds

The amendment adds a section requiring the report to be delivered not later than 180 days after the adoption of the resolution.

The report must include several specific elements:

  • A description of the effects on Federal spending, unemployment rates, and gross domestic product.

  • A description of the implications for veterans' benefits, workforce training programs, and social safety net costs.

  • A description of the impact on agency efficiency, mission readiness, and the loss of institutional knowledge.

  • A description of trends in veterans' reintegration into the workforce and barriers to reemployment following separation.

  • An analysis of how reductions in veteran employment within Federal agencies could affect agencies critical to national security, defense, and public safety.

  • Historical data on past reductions in force affecting veterans, comparisons to private-sector trends, and policy recommendations to mitigate negative effects.

Additionally, the amendment requires the Director to make the report publicly available on the website of the Congressional Budget Office after submitting it to Congress, except for any classified or sensitive information.
