What this amendment would do
This amendment aims to transfer the Foreign Languages Program from the Director of National Intelligence to the Secretary of Defense. Its purpose is to establish a program that advances skills in foreign languages critical to the Defense Intelligence Enterprise for national security activities.
Key changes and additions include:
-
Program Management: The Secretary of Defense, working with the Director of National Intelligence, will identify and carry out actions to improve foreign language education to meet long-term intelligence needs.
-
Education Partnerships: The program allows the Defense Intelligence Enterprise to partner with educational institutions. These partnerships can include:
- Loaning equipment and instructional materials.
- Transferring surplus computer and other equipment.
- Providing personnel to teach languages or develop course materials.
- Involving students and faculty in research projects.
- Providing career advice, academic credit for research, and cash awards.
-
Voluntary Services: The amendment allows the head of a covered element to accept voluntary services from dedicated personnel (which includes private citizens and certain former government or military members). These volunteers:
- Cannot be paid or placed in policymaking roles.
- May be recruited and trained.
- Can be reimbursed for incidental expenses.
- May have telephone lines and telecommunications equipment installed in their private residences at the program's expense.
-
Legal Updates: The amendment adds a new chapter to title 10 of the United States Code and repeals subtitle B of title X of the National Security Act of 1947.
