What this amendment would do
The amendment, titled the REPO for Ukrainians Implementation Act of 2025, aims to add a new subtitle to the bill focused on using Russian sovereign assets to benefit Ukraine.
Key Changes and Additions:
-
Recognition of the Porto Declaration: It adds recognition of the Porto Declaration, which calls for OSCE participating States to repurpose an estimated US$300 billion in frozen Russian sovereign assets for Ukraine.
-
Ukraine Support Fund Management: It requires the Secretary of the Treasury to invest funds in the Ukraine Support Fund into interest-bearing obligations of the United States.
-
Funding Obligations: It allows the Secretary of State to obligate at least $250,000,000 from the Fund to assist Ukraine at least every 90 days.
-
Foreign Engagement and Reporting: The President must submit reports on the location and amount of Russian sovereign assets in both "covered countries" (Australia, G7, and EU members) and non-covered countries. It also expresses the sense of Congress that the U.S. should persuade covered countries to repurpose at least 5 percent of those assets quarterly for Ukraine.
-
Legal and Technical Updates: The amendment modifies judicial review provisions, clarifies that the President's authorities under the International Emergency Economic Powers Act are not altered, and makes several technical corrections to the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act.
