What this amendment would do

SA 3679, submitted by Mr. Warner, aims to add a new section (SEC. 2827) to bill S. 2296. This addition requires the Secretary of Defense to create a temporary and independent advisory group.

The purpose of this group is to review new or expanded Department of Defense privatization agreements for covered military unaccompanied housing.

The advisory group will consist of subject-matter experts from outside the Federal Government and from Federal agencies other than the Department of Defense.

The group's duties are to ensure that these agreements, as much as possible:

  • Reflect best practices and mandated changes to the privatized family housing system.
  • Include oversight by high-quality, credentialed, and independent housing inspectors.
  • Ensure landlords follow local, State, and Federal laws regarding safety and environmental hazards.
  • Use skilled and credentialed contractors for maintenance.
  • Provide tenants direct access to a tenant housing advocate.
  • Provide a dispute resolution process.
  • Establish clear penalties for landlords who fail to meet their obligations.

This advisory group will end three years after the Act is enacted.
