What this amendment would do
SA 3677, submitted by Mr. Van Hollen, aims to add a section to bill S. 2296 to allow the United States to transfer ownership of a specific piece of land to the Maryland Economic Development Corporation (MEDCO).
The purpose of this change is to convey approximately 435.00 acres located at 710 Ordnance Road (the former Curtis Bay Depot) for the purpose of economic development.
-
Payment and Costs: MEDCO must pay the fair market value of the property to the Federal Buildings Fund. MEDCO may also be required to cover or reimburse the Administrator for conveyance costs, such as surveys and administrative costs, though not environmental remediation costs.
-
Conditions of Sale: The property is sold on an "as-is, where-is" basis via quitclaim deed. The deal must include an access easement for the United States Army Reserve Facility and comply with CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act) of 1980.
-
Process: The Administrator of General Services will handle the conveyance in consultation with the Director of the Defense Logistics Agency and the Secretary of Homeland Security regarding Coast Guard equities nearby. MEDCO must sign a purchase and sale agreement within one year of the legislation's enactment.
