What this amendment would do
-
Mr. Kaine submitted amendment SA 367 to the concurrent resolution S. Con. Res. 7.
-
The amendment adds a new section to title IV that creates a point of order in the Senate against funding.
-
Specifically, it targets any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that contains funding for efforts at any Federal agency or department to politicize the competitive service.
-
This includes reclassifying Federal employees in the competitive service to any schedule of excepted positions created after September 30, 2020, without the consent of Congress.
-
The rule can only be waived, suspended, or an appeal of the Chair's ruling sustained in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
