What this amendment would do

SA 3669, submitted by Mr. Warner, aims to add a new section (SEC. 849B) to bill S. 2296. Its purpose is to require a briefing on the submarine industrial base.

The amendment requires the Secretary of Defense and the Director of the Office of Management and Budget to provide a briefing to the House and Senate Committees on Armed Services within 180 days of the Act's enactment.

The briefing must describe the following:

  • Efforts to invest in workforce recruitment and retention, including changes to nuclear shipbuilding contracts.
  • Industry partner commitments for wage increases for non-executive workforce and trade to improve recruitment and retention.
  • Industry partner commitments for specific capital investments at shipyards.
  • Requirements for transparency and accountability sought by the Office of Management and Budget and the Department of Defense regarding agreements with industrial base suppliers.
