What this amendment would do

SA 3668, submitted by Mr. Warner, aims to improve how military unaccompanied housing is administered. It adds a new section, SEC. 2827, to bill S. 2296.

The amendment seeks to change and add the following:

  • Survey Guidance: The Secretary of Defense must update guidance so that members of the Armed Forces in unaccompanied housing are surveyed in a comparable and consistent way.

  • Condition Score Review: The Secretary of Defense must review how military departments calculate condition scores for housing facilities. This review must consider the physical condition of the facility and its effect on the quality of life for members, with the goal of increasing consistency between departments. A report on this review must be submitted to the House and Senate Committees on Armed Services within one year.

  • Member Accounting: The Secretary of Defense must provide an accounting with the annual budget of the Department of Defense regarding unaccompanied members whose rank requires them to live in military unaccompanied housing but who also receive a basic allowance for housing. This must include the number of members and the total value of those payments.

  • Centralized Tracking: Within one year, each Secretary of a military department must create a way to centrally track all military construction requirements for unaccompanied housing identified at the installation level, even if they are not submitted for funding.
