What this amendment would do

SA 3666, submitted by Mr. Warner, aims to address food insecurity for members of the Armed Forces who are transitioning out of active duty service. It proposes adding a section to bill S. 2296 to improve how these individuals are informed about and connected to Federal nutrition assistance programs.

The amendment seeks to add the following requirements:

  • Study and Outreach: The Secretary of Defense, with the Secretary of Veterans Affairs and other Federal officials, must study how members are told about nutrition assistance and increase outreach to those at-risk for food insecurity. A report on the study must be submitted to the House and Senate Committees on Armed Services and published on the Department of Defense website within one year.

  • Working Group: A working group will be created involving the Departments of Defense, Veterans Affairs, and Agriculture, along with other relevant Federal officials and stakeholders. This group will focus on coordination, data sharing, and evaluating factors that cause food insecurity during the transition from active duty.

  • Working Group Report: Within one year, the working group must report to the relevant congressional committees. This report must include: ** Funding spent by each department on research regarding food insecurity for veterans or Armed Forces members. ** Methods for sharing best practices and comparing programs. ** Plans for better government efficiency, cross-agency coordination, and data sharing. ** Identification of any administrative, technological, or legal barriers to coordination, as well as any needed additional authorities. ** Other information deemed appropriate by the involved Secretaries.
