What this amendment would do
This amendment, submitted by Mrs. Blackburn and Mr. Peters, aims to add a new section (SEC. 1067) to bill S. 2296. Its purpose is to create a Strategy for Federal Agency Migration to Post-quantum Cryptography.
The amendment adds the following requirements:
-
Strategy Development: The Subcommittee on the Economic and Security Implications of Quantum Information Science must create a National Quantum Cybersecurity Migration Strategy, define a cryptographically relevant quantum computer, and assess how urgent the migration is for each Federal agency.
-
Migration Stages: It identifies four stages for migration:
- Preparation.
- Establishing a data inventory baseline.
- Planning and executing solutions.
- Monitoring and evaluating success.
-
Pilot Program: A post-quantum pilot program must be started, requiring each sector risk management agency to upgrade at least one high-impact system to post-quantum cryptography by January 1, 2027.
-
Cost and Resource Analysis: The Administrator of the Office of Electronic Government must survey agency heads regarding the personnel, equipment, time, and funding needed for this migration and describe how to encourage private sector adoption.
-
Accountability and Reporting:
- The Director of the Office of Management and Budget and the Subcommittee Chairpersons must submit a joint report to Congress within one year.
- The Comptroller General must provide an annual assessment to Congress on the progress each Federal agency is making.
