What this amendment would do
This amendment, also known as the Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2025 or the PAID OFF Act of 2025, aims to change how certain exemptions are handled under the Foreign Agents Registration Act of 1938.
Specifically, it seeks to add the following to the bill:
-
Exemption Limits: It removes the application of certain exemptions under the Foreign Agents Registration Act of 1938 for any agent of a foreign principal acting in the interests of countries listed in section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956.
-
Updating Countries of Concern: It adds a process for the Secretary of State, in consultation with the Attorney General, to propose adding or deleting countries from the definition of "country of concern."
-
Approval Process: Any proposal to change the "country of concern" list must be submitted to the Chairman and Ranking Member of the Senate Committee on Foreign Relations and the House Committee on the Judiciary. These changes only become effective upon the enactment of a specific joint resolution of approval.
