What this amendment would do
-
Mr. Kaine, along with Mrs. Shaheen and Mr. Coons, submitted SA 366 to the concurrent resolution for the fiscal year 2025 congressional budget.
-
The amendment adds a point of order in the Senate against considering any legislation, resolution, motion, amendment, or conference report that would impose, authorize, or enable the collection of tariffs on imports from Canada or Mexico using emergency authorities—such as the International Emergency Economic Powers Act—if those tariffs would raise costs on U.S. consumers, farmers, and businesses.
-
It requires an affirmative vote of three-fifths of the duly chosen and sworn Senators to waive or suspend this rule, or to sustain an appeal of the ruling of the Chair.
