What this amendment would do

SA 3653, submitted by Mr. Cruz, aims to change section 1504, subsection (b) of bill S. 2296. This bill authorizes appropriations for fiscal year 2026 for the Department of Defense, military construction, and Department of Energy defense activities.

The amendment adds specific requirements for the Secretary regarding an assessment guide:

  • The Secretary must notify the appropriate committees of Congress within 30 days after the assessment guide required by subsection (a) is published.

  • The Secretary must provide these committees with a briefing on what is in the assessment guide.

  • The appropriate committees of Congress are defined as:

    • The Senate Committee on Armed Services, the Committee on Appropriations, and the Committee on Commerce, Science, and Transportation.
    • The House Committee on Armed Services, the Committee on Appropriations, and the Committee on Science, Space, and Technology.
