What this amendment would do
The amendment, known as the Critical Minerals Partnership Act of 2025, aims to add a new subtitle to bill S. 2296 focused on the Security of Critical Mineral Supply Chains.
The purpose of this addition is to establish a formal U.S. policy to build secure and resilient supply chains for critical minerals. It aims to achieve this by:
-
Reducing Dependence: The goal is to reduce or eliminate reliance on supply chains controlled by adversaries of the United States, specifically naming the Russian Federation, the People's Republic of China, and Iran.
-
Domestic and International Efforts: It prioritizes the domestic production, development, and recycling of these minerals, while also collaborating with allies and partners to build secure supply chains.
-
International Coalitions: The amendment authorizes the President to negotiate agreements with international partners to create a coalition. This coalition would focus on the mining, processing, and manufacturing of critical minerals and related products.
-
Operational Support: It authorizes the Secretary of State to lead U.S. participation in the Minerals Security Partnership and authorizes membership in the International Nickel Study Group.
-
Funding: It authorizes $50,000,000 for fiscal year 2026 for the Department of State to implement these security enhancements.
