The purpose of this amendment is to add a section titled "CAPACITY BUILDING FOR DEFENSE FORCES" to the bill.
It aims to authorize the Secretary of Defense to provide training assistance and counter-ISIS support to Syrian authorities for the following reasons:
- To build their capacity to help with counterterrorism needs in Syria.
- To support core national security objectives of the United States.
