What this amendment would do
SA 3634, submitted by Mrs. Shaheen, aims to add a section to bill S. 2296 that limits how funds are used regarding the United States Armed Forces in eastern member countries of the North Atlantic Treaty Organization, including Romania, Poland, Hungary, and Bulgaria.
The purpose of this amendment is to prevent the use of authorized funds to withdraw U.S. Armed Forces from multinational battle groups in these countries, except for routine rotational movements. It requires maintaining the same number of forces and types of capabilities that were present on January 1, 2025.
Funds for withdrawal cannot be used until 180 days after the Secretary of Defense and the Secretary of State jointly certify to the appropriate committees of Congress that:
- The Russian Federation has withdrawn its military forces from occupied territories in Moldova, Georgia, and Ukraine.
- The Russian Federation no longer has ambitions to control territory of sovereign neighbors in its near abroad.
- The Secretary of Defense and the Secretary of State have consulted with the governments of each North Atlantic Treaty Organization member country and the leaders of the multinational battlegroups regarding the withdrawal.
