What this amendment would do
SA 3630, submitted by Mr. Hickenlooper, aims to add a new section (SEC. 881) to bill S. 2296. This addition creates a pilot program focused on supply chain visibility and the development of a strategic stockpile for semiconductor and microelectronic components.
The purpose of this amendment is to:
-
Establish a Pilot Program: The Secretary of Defense must start a program within 180 days of the Act's enactment to identify stockpiling requirements. This is intended to ensure semiconductor production can continue during international conflicts or crises when supply chains are compromised.
-
Set Timelines: The pilot program must be completed within one year of its start date.
-
Partner With Private Entities: The Secretary of Defense will contract with at least one eligible private entity to survey and assess these stockpiling requirements. These entities must meet specific criteria, including security clearances, a proven history with the Department of Defense, and compliance with various international and cybersecurity standards.
-
Require Reporting: Within 180 days of starting the program, the Secretary of Defense must provide a report and a briefing to congressional defense committees. This report must describe the program's implementation and assess whether the program can be scaled up, including the benefits and any additional resources needed.
-
Authorize Funding: The amendment authorizes the necessary funds to carry out these activities.
