What this amendment would do
The Real Reciprocity with Adversaries Act of 2025 is an amendment to bill S. 2296. Its purpose is to protect United States diplomats, prevent foreign malign influence, and ensure that adversarial nations treat American personnel with the same privileges and immunities that the United States provides to their diplomats.
The amendment aims to add the following to the bill:
Protection of Diplomats and Reciprocity
- Establishes a policy to safeguard the privileges and immunities of U.S. diplomats, specifically in nations like Russia and China.
- Requires the Secretary of State to report on violations of these privileges in China and Russia.
- Addresses China's restrictions on the diplomatic pouch, stating that the U.S. will not increase commercial flights from China or use PRC carriers until unfettered use of the pouch is restored.
Counterintelligence and Security
- Bans U.S. government employees at "Critical Human Intelligence Threat" posts from having romantic or sexual relationships with citizens of those countries.
- Mandates in-depth counterintelligence investigations for locally employed staff recommended for special immigrant status.
- Restricts visas for members of the People's Liberation Army of China and applicants from PRC universities with certain exchange agreements, unless security reviews are passed.
- Limits the accreditation of Russian diplomats to three years or the length of time U.S. diplomats receive in Russia.
Accountability for Coercion
- Targets China's use of exit bans by restricting visas for the spouses and children of senior Chinese Communist Party officials unless all known exit bans on U.S. citizens are lifted.
Monitoring and Restrictions on Influence
- Extends travel restrictions to accredited diplomatic personnel from the People's Republic of China.
- Requires annual reports on the activities and meetings of PRC diplomatic missions within the U.S.
- Prohibits Senate-confirmed officials from participating in events organized or funded by specific organs of the Chinese Communist Party, such as the United Front Work Department.
