The purpose of this amendment is to require the Secretary of State, working with other officials, to conduct a review and provide a classified report to Congress. This report must include:
-
An assessment of Kenya's relationship with the U.S. regarding economic partnership, United Nations peacekeeping, and peace and security in Haiti and Sub-Saharan Africa, as well as countering violent extremism.
-
Details on the military, security, political, and financial links between Kenya's government and key actors and China, Iran, and the Russian Federation.
-
An assessment of Kenya's relationships with violent extremist organizations and nonstate armed groups, specifically al-Shabaab and the Rapid Support Forces.
-
An assessment of trade and investment with China, specifically bilateral debt, commercial ties, and the Belt and Road Initiative.
-
An assessment of whether Kenya serves as a financial safe haven for foreign terrorist organizations and entities on the Office of Foreign Assets Control Specially Designated Nationals and Blocked Persons list.
-
